2 dead, 4 wounded 46th IB troops in NPA harassment operation

Two soldiers were killed while four were wounded among the Bravo Company of the 46th IB after a harassment operation by a team from the Arnulfo Ortiz Command (AOC or NPA-Western Samar) at Purok 1, Brgy. Mabini, Basey, Samar yesterday, August 30, at around 3:55 in the afternoon.

The AOC carried out the harassment operation (“haras-bomba”) against 17 elements of the Bravo Coy who have been launching operations in the area since August 25. The location of the explosion was not more 20 minutes away from the military camp in Brgy. Mabini.

The soldiers retaliated five minutes later. Due to their indiscriminate firing, a 14-year old child was grazed by their bullet. Red fighters immediately assisted the child who is now safe from harm.

The Samarnon were delighted by the NPA’s military action against the soldiers. They have long yearned for the 46th IB to be punished for their grave human rights abuses. The 46th IB is responsible for the killing of the barangay captain of Beri, Calbiga last April, threats and forced surrenders of peasants in Calbiga and Pinabacdao, torture of three peasants in Basey, and many other rights violations.#

NDF-EV commends UP students and supporters for standing up to the fascist and tyrannical US-Duterte regime

Media release
August 28, 2019

The National Democratic Front-Eastern Visayas (NDF-EV) salutes the students of UP Tacloban and their supporters who were part of the thousands of students and youth activists across the country who manifested their vociferous opposition to the proposal for state forces to conduct surveillance and militarize their schools.

We congratulate the brave and militant Filipino youth and students for unwaveringly defending their democratic rights and opposing the schemes of the tyrannical US-Duterte regime to suppress opposition by implementing anti-student and anti-youth policies such as the revival of mandatory ROTC and the lowering of the minimum age of criminal liability.

Without regard for decency and rule of law, the US-Duterte regime employs the most vicious methods to silence and crack down on the broad spectrum of opposition including the youth and students.

The Filipino youth have shown that they are not deterred by Duterte and his militarist goons in the bureaucracy who engage in Cold War-era scare tactics and launch attacks upon the people that far exceed the brutality of all puppet regimes thus far.

In traditional and social media, the youth creatively express their disgust at the anti-people and anti-democratic policies of the Duterte regime, thus encouraging more people to call for Duterte’s ouster. They have gained the support of their parents, teachers, school staff, and the wide public who also join them in their militant action and defend them against the regime's terrorist attacks.

Only the ouster of the US-Duterte regime can bring to an end the fascist attacks upon the youth and the people. The youth and students must not waver and continue to be the voice of the opposition in arousing, organizing and mobilizing their ranks to condemn and fight the Duterte regime’s tyranny.

The youth and students must also unite with the basic masses of workers and peasants, conduct social investigation and class analysis to learn the real conditions of the toiling masses, and support their democratic struggles. Ultimately, the US-Duterte regime is the best recruiter of the New People's Army for showing to the youth and students that in the face of tyranny, there is no other way for national and social liberation than to take up arms and overthrow the reactionary ruling system.#

Mt. Amandewin Command
New People’s Army
Leyte Island Command

Last August 15, barangay captain Vergilio B. Loquias of San Antonio, Hilongos, Leyte was punished by the New People’s Army under Mt. Amandewin Command around 12 o’clock in the afternoon.

The decision to put Loquias punish was decided upon by the Revolutionary People’s Court as penance for his blood debts against the People’s Democratic Government. Despite the efforts of the revolutionary movement to reach out and help him, Loquias stayed an active member of the Barangay Intelligence Network (BIN) and an organized military asset who was anti-revolutionary and anti-people. He caused chaos within their barangay as he threatened civilians who were regarded as supporters of the revolutionary movement, implementing unjust policies such as banning residents from buying rice exceeding their family’s needs as well as transporting it to their farms. He also prohibited farmers to plow their lands while the soldiers conducted their operations.

Aside from that, Loquias is also considered responsible for the raid last May 10, 2017 in the forested area of the said barangay. Kasamang Moyo Deregio, an NPA member, died during the raid while some important military apparatus were confiscated.

These various incidents caused grave difficulty in the lives of the masses while there is this worsening socio-economic crisis in the country.

We strongly condemn the Armed Forces of the Philippines for perverting the truth that Loquias is an instrument used by the tyrant and fascist government so that the ruling class can maintain their power, corrupt actions and preserve our perishing country. This is a desperate move of the susceptible military forces to turn the masses against the true People’s Army and the revolutionary movement.

We call on members of the AFP-PNP-CAFGU who are still compassionate and patriotic to stand up for your people and stop being an instrument of this tyrant and fascist US-Duterte regime. Give up your arms and cooperate with the People’s Democratic Government. Meanwhile, the People’s Army will continue to fulfill its sworn duty to defend the people and launch tactical offensives, to punish the worst of the human rights violators among the police, military, paramilitary and intelligence units of the GRP and to hold them accountable before the People’s Democratic Government. #

NPA scores victories anew, frustrates 20th IB in Northern Samar

New People's Army-Eastern Visayas Region

Media Release | August 19, 2019

The New People’s Army (NPA) in Northern Samar successfully launched harassment operations against military troops responsible for the killing and strafing of civilians, including a barangay captain, the regional command of the NPA in Eastern Visayas today reported. At least 4 soldiers of the 20th Infantry Battalion-Philippine Army were confirmed killed while several others were wounded after the military actions of the Rodante Urtal Command (RUC).

Last August 11, Red fighters of the RUC harassed elements of the 20th IB in Gook, Catubig at around 11AM. Four soldiers were confirmed killed in action while an unconfirmed number were wounded.

On the same day, a member of the Citizen Armed Force Geographical Unit (CAFGU) was wounded after a unit of the RUC also harassed their detachment in Brgy. Poponton, Las Navas town at around 9:30PM. A certain Rolando Obiado, Sr. was hit on his foot during the military action, initial reports say.

Ka Karlos Manuel, spokesperson for the Efren Martires Command, said that the offensives of the RUC were in response to the people’s call for justice against the butcher troops of the 20th IB, whom they found actively implementing the Duterte regime’s counter-insurgency program by attacking communities accused of supporting the revolutionary movement.

According to Manuel, the 20th IB is responsible for the killing of Apolinario “Kap Pening” Lebico, barangay captain of San Miguel, Las Navas, the strafing of residents of Brgy. Tagab-iran in Las Navas, illegal arrests and forced surrenders of peasants in Gamay town, harassment and Red-tagging of evacuees from Brgy. San Miguel, psy-ops and intelligence operations in several towns under the guise ‘peace and development’ teams, and blatant misinformation, among other crimes against the people.

“The NPA offensives against the 20th IB and all units of the 8th Infantry Division and armed elements of the Duterte regime are to continue and intensify, for as long as they continue the killings, encampment, bombings, Red-tagging, harassments, coercion and other violations of the people’s rights and international humanitarian law,” Manuel said.

“As long as the NPA enjoys the people’s support, it will continue to frustrate and ultimately defeat the terror campaign of the US-Duterte regime, so the hated dictator Rodrigo Duterte will finally be ousted from power,” he ended.

‘Bigger, bloodier’: EV set for worse rights violations as army chief vows to end insurgency

National Democratic Front of the Philippines
Eastern Visayas

Media release | August 19, 2019

The National Democratic Front-Eastern Visayas (NDF-EV) today condemned the military’s vow to end insurgency in the region by year 2022, which the revolutionary organization warns will spell intensified and bloodier attacks against civilians and communities.

NDF-EV spokesperson Fr. Santiago “Ka Sanny” Salas criticized the commander of 8th Infantry Division-Philippine Army for requesting additional troops and firepower for its counter-insurgency program. Salas said the intensified attacks will primarily target peace-loving people critical of the Duterte regime’s anti-democratic and repressive policies, and not solely members of the New People’s Army.

“Like his predecessors, Maj. Gen. Pio Diñoso III maintains his commander-in-chief’s militarist stance to addressing the roots of the armed conflict and to silence the burgeoning opposition calling for Duterte’s ouster,” he said.

Salas noted that in the first three years of the Duterte regime, the 8th ID has militarized and conducted combat and peace and development (PDT) operations affecting not less than 500 barangays of up to 300,000 individuals.

Taking a swipe at Diñoso’s braggadocio, Salas said that despite their bigger budget and vast resources, the army chief himself admitted that the best they can do before the end of Duterte’s term is to “contain” the CPP-NPA.

“Diñoso and his ilk thus resort to warmongering and by virtue of the whole-of-nation approach call for the continuation of widespread killings, harassment and threats, misinformation against the people, and coercion of local government officials to support their counter-insurgency efforts,” he warned.

On the other hand, Fr. Salas guaranteed that as the attacks on the people become more frequent and severe, the victims of the 8th ID and ultimately the US-Duterte regime will be incited to demand justice for their war crimes and other violations of human rights and international humanitarian law.

Meanwhile, anti-democratic proposals such as the revival of the Anti-Subversion Law and increased police surveillance of the youth do nothing but fan the people’s hatred of the Duterte regime and encourage them to call for his ouster, he added.

“Likewise, local government officials who disagree with the fascist military are emboldened to heed the call of their constituents to resist the Duterte regime’s pressure to be part of its anti-people counter-insurgency program,” he ended. ##
