The AFP and its master Duterte are a fascist fake news factory spreading counter-revolutionary lies in Eastern Visayas

The Efren Martires Command of the New People's Army today exposed the swathe of lies spread by the Armed Forces of the Philippines and the Duterte regime regarding the NPA in the region, particularly the 9-year old boy in Northern Samar whose death the AFP blamed on Red fighters. "The AFP is indeed a fake news factory churning out lie after lie against perceived enemies of the Durerte regime, as part of the terrorist Rodrigo Duterte's plot of establishing a fascist dictatorship and consolidate his hold on the reactionary government."

EMC spokesperson Karlos Manuel cited reports from residents in Brgy. San Miguel that it was a drunk soldier of the 20th Infantry Battalion-Philippine Army who lobbed a grenade into the village and killed Armando Jay Raymunde, 9-years old, last April 17. "And then the AFP spared no expense in their all-out psychological warfare against the NPA by pinning the boy's death on Red fighters, using public funds to spread this 'fake news' through the Philippine News Agency and social media," added Manuel.

"Such violence is unsurprising as several days after, suspected state agents kill barangay captain Apolinario "Pining" Lebico, who has long called for the pull-out of the troops in their community."

Manuel further added, "In a vain attempt to cover up their crimes, the AFP methodically spreads counter-revolutionary black propaganda on all fronts, especially through Duterte's paid trolls on social media." He warned of a fake Facebook account by the name "Karlos Manuel" which has been misrepresenting the Efren Martires Command and ironically spreading propaganda to dissuade the youth from joining the NPA. "Even the official Facebook account of National Democratic Front-Eastern Visayas media officer Roy Santos has been harassed by trolls whose accounts are connected to official pages of the AFP and the Philippine National Police units.

"The Duterte regime has long been in the business of fake news and misrepresentation. Last March, a fake spokesperson of the Sergio Lobina Command gave an interview on Bombo Radyo Tacloban in the aftermath of the Motiong ambush by the NPA. We have reason to believe state agents are behind this imposter."

Manuel called on the people to unite and expose the vicious lies of the AFP and the US-Duterte regime by promptly reporting through mass media the human rights violations made against them. "The victims must actively spread word of the daily killings, threats, harassments and CARHRIHL violations committed by AFP troops, most recently by the 20th IB in Brgy. San Miguel and 46th IB in Brgy. Beri, Calbiga, Samar. They must encourage all peace-loving people, especially human rights defenders, lawyers, and church people to join the broad united front that will oust the dictator Duterte and end his tyranny and warmongering on the people once and for all," he ended.#

NDF-EV condemns Duterte death squads for murder of two Samar barangay chairpersons, urges the people to stand up and fight for their rights

The National Democratic Front-Eastern Visayas (NDF-EV) today accused the death squads of the Duterte regime as behind the murder of two barangay chairpersons in Western and Northern Samar. It noted that the killings were committed by motorcycle-riding assassins and occurred in areas where the New People’s Army had launched guerrilla offensives.

NDF-EV spokesperson Fr. Santiago “Ka Sanny” Salas said, “Initial reports have reached the People’s Democratic Government that on April 24, assassins on three motorcycles arrived around 9 p.m at Barangay Beri, Calbiga, which was celebrating its fiesta. They proceeded to the house of Barangay Chairperson Wilmar Calutan and shot him dead. It is known that after the April 23 NPA ambush on 46th IB troops, the soldiers had been calling on the barangay chairperson to come to a certain place, but he had refused out of fear for his life. Meanwhile, visitors from other barrios attending the fiesta had been told by soldiers to go away because they will be ‘butchering someone.’

“Meanwhile, riding in tandem assassins shot and killed Barangay Chairperson Apolinario Lebico and his companion who were on their way home to Barangay San Miguel, Las Navas Northern Samar. Two Army soldiers were recently killed in a tactical offensive by the NPA.”

Fr. Salas added that those murdered were local government officials. “The Duterte regime last week convened the National Task Force (NTF) ‘to end insurgency’ wherein the civilian government is compelled to be subordinated under the military’s counterinsurgency” campaign Oplan Kapayapaan. The killings of Calutan and Lebico are meant to send a chilling effect to those perceived as uncooperative with the military, against militarization or else unable to stem the influence of the NPA in their area.”

The NDF-EV spokesperson said the killings violate the CARHRIHL, human rights and international humanitarian law and even the 1987 constitution. “International humanitarian law protects civilians in times of war. Meanwhile, even the 1987 constitution asserts civilian supremacy over the military. Thus, the NTF is certainly an illegal and oppressive instrument.

“The killings also show the Duterte government is intent on dominating the May 13 elections to ensure the winning of his own men as well as allies. Duterte intends to railroad federalism as a vehicle towards an outright fascist dictatorship. If not, Duterte can very well declare martial and install a full-blown fascist dictatorship.”

The NDF-EV spokesperson said the people must stand up and fight for their rights. “The Samar killings portend the worsening of human rights violations, increasingly repressive measures and the rise of a reign of terror such as during the Arroyo regime’s Palparan solution in Samar in 2005. The people must stand up and fight for their rights because this is a matter of democracy against dictatorship and one-man rule. They must persevere in building the broadest unity to isolate and weaken the Duterte regime. Thos who value human rights and a just and lasting peace must unite to stop the Duterte murder machine in its tracks in Samar. The New People’s Army must step up its tactical offensives and punish the worst human rights violators and plunderers. Through armed and unarmed means, the people must unite and struggle against the Duterte regime and onwards to national and social liberation.”#

On the April 23 ambush by the NPA on the 46th IB

The Arnulfo Ortiz Command of the New People’s Army in Western Samar successfully ambushed a unit of the Charlie Company under the 46th IB of the Philippine Army last April 23 in Calbiga town. The soldiers were patrolling before returning to Barangay Buluan when they were hit with a command detonated explosive at around 3:40 a.m. between Barangay Beri and Barangay Buluan. Six enemy soldiers were immediately killed in action while nine others were wounded in action. The NPA confiscated a K3 light machine gun, one R4 rifle, one .45 pistol, 500 bullets and three box magazines for the K3, other military equipment and documents of high intelligence value.


The tactical offensive is the NPA’s response to the many complaints made by the peasant masses over the military’s so-called peace and development team (PDT) operations that are essentially combat-intelligence-psywar operations. These include violations made only these April, such as illegal searches of the peasants’ houses, threats and Red-tagging of innocent civilians, encamping inside the barrios, and investigating and accusing civilians of being NPA supporters.

NDF@46: Strengthen the united front for the armed struggle and the overthrow of the US-Duterte regime

We greet the National Democratic Front of the Philippines (NDFP) on its 46th anniversary today. The NDFP was founded as a united front for the armed struggle a year after the declaration of martial law by the fascist dictator Ferdinand Marcos. It is the secret and most consolidated alliance of the basic revolutionary forces who are advancing the national democratic revolution through people’s war. Today, with 18 allied organizations led by the Communist Party of the Philippines, the NDFP remains more than ever relevant as we confront the emerging fascist dictatorship of the US-Duterte regime.

The prospects for resumption of peace talks between the NDFP and the Government of the Republic of the Philippines (GRP) are extremely dim at present. The GRP uses the slogan of peace to legitimize its brutal pacification program, Oplan Kapayapaan. GRP President Rodrigo Duterte has approved a virtual civilian-military junta called the National Task Force (NTF) to “end the communist armed conflict.” Thus, on top of appointing more than 60 ex-generals and military officers to various civilian agencies, the entire civilian government is now subordinated to the Armed Forces of the Philippines and its “counterinsurgency campaign.”

Thus, every aspect of government is tailored for political repression. Through the NTF and the “whole-of-nation/government” policy, Duterte intends to compel all to bow down to his tyranny and to extend his family’s plunder.

Even before formally approving the NTF, the AFP in the region had already been actively using local government officials to cooperate in psywar and military operations. Those who resist are threatened with legal repercussions and physical harm. For example, barangay officials in San Jorge and San Jose de Buan towns in Western Samar were threatened with the massacre of their entire villages. Others, like those in Can-avid, Eastern Samar, and Calbiga, Western Samar, were duped into “surrendering” and joining anticommunist gatherings in the guise of “peace rallies.” The Duterte regime is also active with the Red-tagging of progressive personalities and organizations as well as the political oppostion.

These actions are violations of human rights and international humanitarian law as well as the 1987 constitution. Duterte’s despotism hasten his isolation and the formation of the broad united front against his rule.

Aside from becoming ever more oppressive and exploitative in advancing the neoliberal agenda of US imperialism, the US-Duterte regime also sabotages the peace talks with promoting “local peace talks.” But the local peace talks that the 8th Infantry Division of the Philippine Army now promote are but an old hat method to attempt to divide and rule over the revolutionary forces. These overtures do nothing more than serve up a framework for surrender and inclusion into the Enhanced Community Livelihood Integration Program (E-CLIP). The E-CLIP is a major corruption racket where fake surrenders running into unbelievable numbers are made up and simply recycled while military officials rake in millions from these false “accomplishments.”

With fascism and a full-blown dictatorship menacing the Filipino people, there is no other recourse but to unite and wage all forms of resistance to stop and eventually overthrow the nascent Duterte dictatorship. Even as he has yet to complete his dictatorial scheme, Duterte has surpassed his idol Marcos in rights violations with the mass murder of tens of thousands. The Filipino people certainly need to stop Duterte in his tracks and fulfill their vow in 1986 after ousting Marcos to never again allow a fascist dictatorship in the Philippines.

The NDFP in the region thus calls on its allied organizations to advance the unity, cooperation and coordination of all patriotic and progressive classes, sectors and forces, within as well as outside the framework of the NDFP. We must strengthen the united front to for the armed struggle and support the advancement of the people’s war towards full-scale guerrilla warfare. The NDFP in the region must fulfill the tasks in paving the way for the establishment of the people’s democratic government, serving as the voice of the allied organizations in various national and international issues, linking the revolutionary movement to the broad masses of the people and garnering the broadest support for thearmed revolution, and representing the revolutionary forces and government.

Let us fight through armed and unarmed means the fast rising US-Duterte fascist dictatorship. Let us fight for national and social liberation towards a just and lasting peace.

It is not the NPA but the AFP that bombards civilians while paying lip service to human rights

In response to allegations about a child casualty in Nothern Samar, the Efren Martires Command of the New People’s Army in Eastern Visayas today said the NPA does not target civilians and is duly guided by its revolutionary principles, the CARHRIHL and the laws of war. “Whenever the NPA does commit mistakes, it takes responsibility and ensures justice and indemnification for any victims and the accountability of the erring NPA members. Let us thus wait for the official report of the responsible NPA command in the province and be critical of the anti-NPA and fascist propaganda of the Duterte regime and its Armed Forces of the Philiipines,” said EMC spokesperson Ka Karlos Manuel.

Manuel also slammed the AFP for smearing the NPA for rights violations while its silence over the bombardment and strafing of civilian communities by Duterte’s troops shows its lip service to human rights and international humanitarian law. “Not once has the 8th Infantry Division of the Philippine Army acknowledged the human rights violations committed by its troops, which include the use of artillery and the encampment of at least 8 barangays in Northern Samar last October by elements of the 20th IB, the aerial bombings and helicopter overflights in Brgy. Bay-ang, San Jorge, Samar last January, and the most recent forced surrenders and election-related harassment in several barrios in San Jose de Buan,” Manuel added.

The NPA spokesperson also said command-detonated explosives are weapons of war by the poor that are presently recognized as legitimate. “The NPA uses command-detonated explosives that are manually triggered against legitimate targets. Meanwhile, the AFP and its imperialist backers like the US are not only known to use automatically detonated landmines that does not discriminate between combatant and non-combatant, but also blithely use the weapons of the rich like artillery, aerial bombs, armed drones and missiles to bomb and oppress the poor, the laws of war be damned.”

Manuel noted further that it is not farfetched to attribute the black propaganda against the NPA to the paid trolls of the Duterte regime instructed to wage a fascist mass campaign against the administration’s opposition, as well as to cover up the recent losses of the Philippine Army to the NPA. Two intelligence operatives of the 20th IB were killed in Las Navas while a soldier was wounded in Calbiga after two separate military actions by the NPA last April 15.

“We assure the people they can bank on the integrity and honor of the NPA to stay true to its revolutionary principles of serving the people wholeheartedly as well as observing international protocols, and defending them from the atrocities of the fascist military,” Manuel ended.#

Gen. Dagoy’s “peace rally” is fake; NPA cannot be defeated in Leyte because of deep roots

The Efren Martires Command (EMC) of the New People’s Army (NPA) in Eastern Visayas today said the NPA has struck deep roots in Leyte and is standing up to the all-out war of the US-Duterte regime, thus dismissing the “peace rally” held last April 13 in San Isidro, Leyte as a charade orchestrated by Army brigade commander Gen. Lope Dagoy. “The NPA has persevered since 1978 in Leyte because it serve the people and advances the armed struggle for national freedom and democracy. The so-called peace rallies staged by the Armed Forces of the Philippines such as in San Isidro  are desperate ploys to parade thousands of fake “NPA surrenderees” to falsely claim victory over the NPA,” said EMC spokesperson Ka Karlos Manuel. “But the AFP itself admits it cannot defeat the NPA this 2019 and has moved the deadline to 2022.

“Moreover, the AFP keeps on coercing and deceiving peasants who are just innocent civilians to become “NPA surrenderees” and inflate the number of such because the Enhanced  Comprehensive Livelihood Integration (E-CLIP) is the cash cow of corrupt military officials. According to Gen. Dagoy’s calculations of E-CLIP benefits per individual, the more than 1,000 “NPA surrenderees” he paraded are already worth more than P500 million pesos. But there is no transparency in the E-CLIP program to show the truthfulness of the cash outlays, and it is thus widely suspected the program is merely lining the pockets of the military.”

The NPA also laughed off Gen. Dagoy’s claim the surrender of an alleged NPA leader galvanized the mass surrender in Leyte. “The island of Leyte is rich in natural resources, but the people are poor and suffer under the elite rule of the big compradors and landlords. That is why the NPA is deeply rooted among the peasants in the Leyte countryside, who cherish their people’s army for supporting their struggle for land and social justice.  On the other hand, the people of Leyte despise a rat like Dagoy, who led the summary execution of captured NPA leaders Bibiano Rentillosa and Antonio Ramos in 2006, and continues his brutal role as a wanton violator of human rights and international humanitarian law under his murderous commander-in-chief ,GRP President Rodrigo Duterte. Last December, for example, the fascist troops led by Dagoy terrorized the people and caused mass evacuation in Barangay Anislagan, Calubian after a soldier was killed in a clash with the NPA.

“The people are sick and tired of a vicious butcher like Gen. Lope Dagoy and his master who is the chief executioner today of the poor under the reactionary ruling system. The people despise the brutal Oplan Kapayapaan and the other wars against drugs and the Moro people, that are nothing less than the mass murder of the poor so Duterte could install a fascist dictatorship. The people hail the NPA as their army for waging heroic battle against Duterte’s throne of blood. In due time, the NPA will intensify guerrilla offensives not only in Leyte but the entire Eastern Visayas to annihilate the fascist forces of Duterte and hasten the people’s overthrow of the hated regime.”#

NPA claims victories versus fascist AFP troops, scores warmongering GRP for militarizing peace panel

The Efren Martires Command of the New People's Army (NPA-EMC) in Eastern Visayas today congratulated the Red fighters for defending the people versus the fascist AFP troops after successfully launching two tactical offensives versus fascist Armed Forces of the Philippines (AFP) troops in Samar last April 15, “This is the correct response of the revolutionary movement to the warmonger Government of the Republic of the Philippines President Rodrigo Duterte who recently voiced his intent to install military men on the peace panel for the negotiations with the National Democratic Front of the Philippines. This is on top of creating a junta by merging the civilian bureaucracy and military for his ”counter-insurgency" efforts through his whole-of-nation approach. He is thus relinquishing all prospects of a just and lasting peace as he prepares his full-blown dictatorship," said NPA-EMC spokesperson Ka Karlos Manuel.

According to initial reports, the NPA recently carried out two guerrilla offensives. Red fighters in Northern Samar fired on soldiers of the 543rd Engineering Combat Battalion reportedly inspecting road projects under the “counter-insurgency” Payapa at Masaganang Pamayanan (PAMANA) program in the barangays of San Antonio, Aguinaldo, and San Isidro, Las Navas town at around 11:20 in the morning. Two troopers identified only as Corporal Bueno and Private First Class Labid were killed in the offensive. Meanwhile, PFC Renan Antojado was wounded in a separate ambush by a team of Red fighters in Barangay Literon in Calbiga, Samar, at around 10:20 in the morning. The NPA suffered no casualties in both actions.#
