The National Democratic Front-Eastern Visayas (NDF-EV) warmly congratulates the Communist Party of the Philippines-MLM on the 50th anniversary of its establishment. The NDF-EV continues to be guided by the Party’s leadership of the people’s democratic revolution, correctly ascertained by the Party and proven by the millions of Filipinos whose support it has gained in the half a century of struggle for national liberation and democracy.

With the Party enlightened by and correctly applying Marxist-Leninist-Mao Zedong Thought to the concrete conditions of Philippine society, the Filipino people learned to wield the united front together with the armed struggle waged by the New People’s Army. The Party, the People’s Army and the United Front are the three magic weapons of the people to free themselves from their semi-colonial and semifeudal bondage.

If not for a Party guided by Marxism-Leninism-Maoism, the Filipino people would not have realized the importance of the united front as a powerful weapon for the revolution and remained divided and weak before the superior enemy that is US imperialism with its local puppets. Through the Party, the people are enlightened to the revolutionary task of the Filipino proletariat to lead the national democratic revolution to victory with a socialist perspective. The peasant class is the most reliable ally of the proletariat and comprises the majority in the New People’s Army over which the Party exercises absolute leadership. The basic alliance is supported by the urban petty bourgeoisie and the patriotic section of the national bourgeoisie, up to sections of the reactionary elite who join the broad united front.

Only through the Party’s correct line were thousands of activists forged in the fire of the Marcos dictatorship finally formed as the most consolidated section of the united front with the establishment of the National Democratic Front in 1973. Then and until now, Party cadres and members are immersed deep in mass organizations, both underground and open, organizing in factories, haciendas, schools, hospitals, offices, rural and urban poor communities and even institutions of the reactionary government, fighting for the people’s national democratic interests and supporting the armed struggle.

The NDF represents the organs of political power being seeded across the country from which the People’s Democratic Government shall grow, and where the rural destitute, voiceless elsewhere, are able to exercise true democratic leadership. Thus across the countryside, the Party leads the empowerment of the people through agrarian revolution, fulfill revolutionary justice, and improve their educational, cultural, and social well-being.

The Party successfully led the broad masses of the Filipino people in toppling two tyrannical regimes – of the fascist dictator Marcos and of the corrupt Estrada – and now, is presented with the urgent task of building the broad united front against the looming dictatorship of the Duterte regime. The present reactionary regime is already establishing de facto nationwide martial law through militarizing the countryside. But it is struggling to hold on to power in the face of growing opposition from the people over the semifeudal and semic-colonial crisis.

The US-Duterte regime wages a war far more brutal, vindictive and merciless than in the past; the numerous dead from Duterte’s Oplan Tokhang, Marawi siege and Oplan Kapayapaan tells the story of its “lawless violence.” Thus human rights advocates, church people, lawyers and others who love the people must stand up and defend their democratic rights, to expose the real lawlessness of the regime, and help build the broadest united front to oust Duterte and finally end his tyranny.

The NDF-EV also rallies all revolutionary, progressive and democratic forces to celebrate with great joy the 50th year of the Communist Party of the Philippines. Through our songs, dances, and other works of art, let us depict the rich revolutionary experience and the great unity of the people of Eastern Visayas. Fired with revolutionary optimism to achieve complete victory against US imperialism, feudalism and bureaucrat capitalism in the near future, let us launch assemblies, marches, and rallies to commemorate the triumphs of the Party and the Philippine democratic revolution and gather support for the armed struggle from the broadest masses.

Let us be creative in carrying out united front work, in forming tactical alliances and in building the broadest united front to isolate and topple the US-Duterte regime. We must expose Duterte’s local peace talks as psychological warfare intended to divide the revolutionary movement, and instead voice support for the negotiations between the NDFP and GRP. We must masterfully use revolutionary dual tactics to take advantage of the contradictions among the ruling classes, win over the many and isolate the narrowest target in the upcoming reactionary elections.

Let us wage revolutionary struggle in all forms and in all venues to put forward the national and democratic interests of the people. The worsening economic crisis in the country provide the ripe conditions to arouse, organize, and mobilize the millions of Filipinos against the brunt of landlessness, joblessness, exorbitant prices, and a corrupt and dictatorial regime.

NDF-Eastern Visayas: Duterte no patriot but a puppet for making corrupt, anti-people deal for overpriced US choppers in exchange for Balangiga Bells

As the people welcome home the Balangiga Bells, the National Democratic Front-Eastern Visayas noted that simultaneous news of a $240-million dollar deal for US combat helicopters is in line with Government of the Republic of the Philippines (GRP) President Rodrigo Duterte’s earlier demand in August that the bells be returned to the country as a condition for the GRP to buy US arms for his “counterinsurgency” campaign. Fr. Santiago “Ka Sanny” Salas, NDF-EV spokesperson, said, “GRP President Duterte is a traitor who spat on the patriotic symbol of the Balangiga Bells in colluding with US imperialism for the overpriced $240 million-dollar deal for Sikorsky Black Hawk combat helicopters to carry out Oplan Kapayapaan, which is designed after the US campaign in Afghanistan and supported with US arms.

 “Is this the true cost of the return of the Balangiga Bells? An expensive deal to purchase US-made Black Hawks, to be used to terrorize more peasant communities, to silence all opposition, and to quash the Filipino people’s struggle for national freedom and democracy?”

The NDF-EV spokesperson furthermore added, “Duterte exposes his sham ‘independent foreign policy’ as his regime continues the political, economic, military and cultural ties that bind the Philippines to US imperialism.”

Fr. Salas called on the people to stand up against Duterte’s debasement of the Balangiga Bells. “The Balangiga Bells should be hailed for being a patriotic symbol of the Filipino people, the dramatic affirmation of the correctness of armed struggle against US imperialism and its puppets and mercenaries. The people should be inspired by the Balangiga uprising, which proved that unity, the creative use of indigenous resources, the taking up of arms – in sum,
the people’s war – triumphs over far well-armed US aggressors and its mercenaries.”

He added, “The people must continue to seek justice for the 50,000 Samarenos and the hundreds of thousands in other parts of the country killed in the course of the Philippine-American war and savage colonization by US imperialism.”

As the people are terrorized by a looming dictatorship and millions fall victim to the US-backed “counterinsurgency” campaign carried out by the AFP, Fr. Salas said that the people must persist in waging the national-democratic revolution of the new type. “The people are not
fooled by Duterte’s “anti-imperialist” histrionics; they now know that he facilitated the return of the bells in exchange for his government’s purchase of US arms.

“They are likewise aware that the true reason behind the return of the bells – which the Trump government presents as an initiative to ‘rehabilitate’ US-Philippine relations – is to bolster US hegemony in the Southeast Asia region in the face of its inter-imperialist rivalry with China.”

The NDF-EV enjoined the people to welcome home the Balangiga Bells and to honor the memory of the martyrs of Balangiga by continuing the struggle for national freedom and democracy. “We must wage people’s war, uphold the armed struggle and build the broadest united front to isolate and oust the tyrannical US-Duterte regime onward to truly liberating the country from the chains of US imperialism and its puppets,” Fr. Salas concluded. #

On the occasion of International Human Rights Day this December 10, the National Democratic Front-Eastern Visayas calls on the Filipino people to fight the US-Duterte regime’s declaration of de facto nationwide martial law through his Memorandum Order (MO) 32 and to support the armed struggle against his burgeoning fascist dictatorship.

On the one hand, Duterte’s MO 32 shows his intention to impose nationwide martial law other than Mindanao alone; on the other, it is a declaration of de facto martial law in Eastern Visayas and an intensified crackdown against all opposition – armed or not.

In the region such as in other parts of the country, battalions of reactionary state forces swarm the countryside, waging a lawless war that does not discriminate between combatants and unarmed civilians. In the name of counter-insurgency, entire peasant communities are bombed, militarized, forced to evacuate, and subjected to their combat, intelligence and psywar operations masquerading as done by “peace and development teams” or PDTs. By the hundreds, alleged supporters of the NPA are arrested and dressed up by the AFP as “fake surrenderees”. Programs dangled as assistance such as the E-CLIP and “rewards” for turned-over firearms are actually piggy banks from which ranking officials pocket money. Without respect for their own laws or for international humanitarian law, the AFP and the PNP are the true perpetrators of “lawless violence” in Samar and Leyte, and not the NPA.

In contrast, the people cherish the People’s Army. In them they find defenders, and in the people’s court, true justice. Duterte’s security officials cite the capital punishment meted out to Samar ex-mayor Ananias Rebato as a reason for the declaration of “lawless violence” in the island but in truth, it is proof that with the justice system of the People’s Government, individuals who commit grave crimes against the people are duly punished.

When Duterte declares that the deployment of additional AFP and PNP forces in the region are to secure the 2019 elections, he means that he wishes to secure the elections for himself and his local cohorts. His strongman rule recognizes no opposition, any criticism of him answered with foul-mouthed tirades and death threats. Lawyers, the media and the clergy are not spared. Strikes and demonstrations borne out of the masses’ outrage over high prices, low wages and an overall worsening economic crisis either fall on deaf ears or are violently dispersed. Activists are silenced through harassments, detentions, or killings. With the arrests of peace consultants diligently performing their work for the GRP-NDFP negotiations, Duterte makes clear his intent to pursue a militarist solution to the decades-old civil war rooted in social and economic inequalities.

As Duterte exposes himself as a true power-crazy fascist, the Filipino masses must defend their democratic rights and engage in all forms of struggle including through people’s war. The revolutionary movement and the broadest unity of those against Duterte must strive to end his
reign of terror once and for all. ##

NPA-EMC denies “extortion” in Samar, hits military’s scheme to monopolize infrastructure projects at the expense of civilian contractors

The Efren Martires Command of the New People’s Army (EMC-NPA) in Eastern Visayas today denied allegations it is extorting from key infrastructure projects in Samar, as claimed by  the 8th Infantry Division of the Philippine Army and the Office of the Presidential Adviser on the Peace Process (OPAPP). “The 8th ID and OPAPP are making claims of NPA extortion without a shred of evidence to justify the corrupt scheming of the military to seize lucrative projects from civilian contractors,” said Ka Karlos Manuel, EMC-NPA spokesperson. “The 8th ID is already salivating over the hundreds of millions worth of contracts, on top of the opportunity to buttress their brutal militarization of the countryside.”

He noted from the Duterte government’s statement that these Payapa at Masagang Pamayanan (PAMANA) infrastructure projects include  “the PHP71-million bridge construction in Motiong, Samar; PHP114.7-million box culvert construction in Las Navas, Northern Samar; and PHP192-million road construction also in Las Navas town.”

The EMC-NPA spokesperson clarified, “As a matter of policy, the NPA does not attack or disrupt public works projects and public utilities since this will inconvenience the masses. This is true even though the NPA is also aware that PAMANA projects, which are under OPAPP, mainly serve as government propaganda showcases alongside the militarization of poor rural communities.

“It is another matter, however, if the 8th ID will take over key infrastructure projects in Samar. By doing so, the Duterte regime shows it is doing away with feigning to deliver government services and is aligning these instead with the ‘whole-of-nation’ approach of ‘counterinsurgency’ program Oplan Kapayapaan. The whole-of-nation approach means the military directly intervenes in local government and in socioeconomic projects. This is already being laid down with appointing retired generals to civilian posts such as Interior Sec. Eduardo Año, Social Welfare Sec. Rolando Bautista, and now outgoing armed forces chief Carlito Galvez to OPAPP himself. This wholesale militarization of the civilian government is preparatory to Duterte’s plan to impose nationwide martial law to attack the people’s resistance, squelch all political opposition and monopolize power and corruption in serving the imperialists and the local reactionaries.”

Ka Karlos Manuel warned that if the military will take over the infrastructure projects in Samar, they will be attacked as combatants by the NPA. “Military engineering units are armed and serve as combat support to their fellow  soldiers and are therefore regarded as legitimate targets. The NPA will not hesitate to attack military engineering  units that support combat-intel-psywar operations conducted by so-called peace and development teams or PDTs and other units of the 8th ID that commit human rights violations and sow terror among the peasant communities. The people themselves will see the legitimacy of NPA offensives against these military engineering units.”

The EMC-NPA spokesperson called on the people to unite against the corrupt and anti-democratic scheming over the military’s takeover of infrastructure projects in Samar. “We call on the people to expose and oppose the imposition of military authority over civilian functions, the ongoing militarization of the countryside and the creeping authoritarianism of the Duterte regime. Let us unite against the state terrorism, puppetry and corruption of the Duterte regime and thoroughly isolate, weaken and overthrow it.”#

NPA-EMC: NPA strikes back with tactical offensives against intensifying militarization

The New People’s Army in Eastern Visayas has carried out four successful tactical offensives in the past weeks. According to the NPA’s Efren Martires Command, the said offensives show that people's war is the best answer to the US-Duterte regime’s intensifying militarization and creeping dictatorship.

Last Nov. 9, Red fighters of the Arnulfo Ortiz Command of the New People’s Army (AOC-NPA) in Western Samar harassed operating troops of the 63rd IB in Sityo Galutan, Barangay San Nicolas, San Jose de Buan, Western Samar. Two soldiers were wounded. The following day, Nov. 10, an NPA team harassed 14th IB troops on operations in Barangay Salvacion, Can-avid, Eastern Samar. Two more soldiers were wounded.

Meanwhile, on Nov. 18, the AOC-NPA attacked elements of the 52nd IB CAA who were encamped in Barangay Buenavista, San Jorge, Western Samar. Two CAFGU paramilitaries were killed and another one wounded.

On Nov. 20, Red fighters intercepted and harassed troops of the 14th IB en route to Barangay Concepcion. The soldiers were coming from operations at Barangay Nawi and returning to the barangay hall and school in Barangay Concepcion that they were using. The people of seven barrios in Paranas have long been complaining over the relentless operations of the soldiers, their mingling within civilian communities and using civilian facilities such as the barangay halls and day-care centers that had been turned into army barracks in violation of the Comprehensive Agreement on Respect for Human Rights
and International Humanitarian Law. ##

NPA’s Arnulfo Ortiz Command to hound Matuguinao ex-mayor until revolutionary justice is served

The Arnulfo Ortiz Command (AOC) of the New People’s Army in Western Samar acknowledged responsibility for the attempt last November 18 to impose capital punishment on Aran Boller, former mayor of Matuguinao town in the province. The AOC also condemned Government of the Republic of the Philippines (GRP) President Rodrigo Duterte for the state of worsening militarization in the country by sending more troops to the province allegedly because of “lawless violence,” asserting that government troops are the ones guilty of such because of rampant military and police violations of human rights and international humanitarian law.

According to the NPA’s provincial command, “The special operations group of the AOC attempted to carry out the decision of the people’s court to impose the death penalty on Aran Boller, ex-mayor of Matuguinao, who managed to escape justice.  Boller was found guilty as the criminal mastermind behind the series of unsolved killings and other acts of reactionary violence in the town. He is the coddler of vicious goons such as those known as “Laloy,” “Luis,” “Ombo” and “Bobby” who recruit other counterrevolutionaries and bad elements to swell their ranks. They are also used by Boller in his dirty politics such as threatening and even killing his political opponents and their supporters. “Boller is also identified as behind seven other killings, including that of two barangay officials. He is also involved in the frustrated murders of Mario Floquencio and his child, as well as of Miguel Bartolo.”

The NPA likewise said that Boller is also a member of the Intelligence Service of the AFP who is active in the government campaign for the fake surrenders of civilians who previously joined the NPA or else are sought by the military.

The Arnulfo Ortiz Command pointed out that Boller’s crimes show that the real “lawless violence”  is committed by reactionary officials like the ex-mayor and the military and police who coddle him. The NPA-Western Samar provincial command said the People’s Army on the

NPA harasses AFP troops in Northern Samar; five soldiers confirmed killed and several wounded

Red fighters of the NPA-Rodante Urtal Command successfully harassed fascist troops of the US-Duterte regime last November 6 in Barangay Cag-amesarog, Lope de Vega, Northern Samar. Soldiers of the 43rd Infantry Battalion were on operations in three columns when the NPA launched the tactical offensive. Five fascist troops were killed and several others wounded, while a Red fighter suffered slight injuries. A helicopter ferried the enemy dead and wounded, and after the tactical offensive, more than 100 fascist troops combed the area in futile pursuit. The Rodante Urtal Command is issuing this statement in response to the various fake news peddled by the AFP to discredit the tactical offensive.

The NPA in Eastern Visayas is determined to carry out more tactical offensives against the burgeoning fascist dictatorship of the US-Duterte regime. The New People’s Army in Eastern Visayas region (Efren Martires Command) claims victory of revolutionary justice over the death of Mr. Ananias Rebato, due to massive cardiac arrest on October 13, Saturday. The former municipal mayor of San Jose de Buan succumbed to his injuries following the attempt to mete the death penalty by forces of the Special Operations Group of the provincial command of the NPA in Samar (Arnulfo Ortiz Command) last October 8. Rebato’s close-in security escort cum henchman Severino ‘Tuko’ Tesoro Jr., died on the spot.

The death of the serial rapist, mass murderer and devoted servant of the fascist reactionary AFP, gives vindication to the dozens of women Rebato sexually assaulted, farmers he displaced, harassed and ordered killed, and communities he terrorized for the long time he shamelessly clung to power as mayor of the reactionary government in San Jose de Buan. This is a triumph not only for Rebato’s direct victims but also for the people of San Jose de Buan who have long suffered from massive corruption and warlordism of the small-time despot.

Reports from the local NPA units in San Jose de Buan state that the people are overjoyed, as Mr. Rebato’s death is proof that justice can be served through the People’s Democratic Government and the Revolutionary People’s Court. That while justice system in the reactionary government and their ‘judges’ may wear fancy robes and conduct swanky pageantries it ultimately fails to serve justice especially when the poor are the aggrieved.

His death also puts to shame his defenders in their side of the reactionary government particularly in the AFP. The likes of Rebato after all are the kinds of little tyrants who would attach themselves like lowly, filthy barnacles to the equally filthy 8th Infantry Division of the Philippine Army, all for protection and a share of the cake from each of their own corrupt practices. How fitting for Mr. Francis Agno, spokesperson of the 8th IDPA to declare Rebato’s innocence – for who would do so for a plunderer of public funds, rapist, and mass murderer but his own kind?

Mr. Agno in his statements to the press expectedly expressed his, his overlord, Mr. Raul Farnacio, and their institution’s sorrow over losing their precious intelligence officer – 1ST Lieutenant Ananias Rebato. May we wish to educate Mr. Agno that Rebato did not die ‘protecting’ his constituents, for Mr. Rebato and his likes in the mercenary AFP are the threats from which the NPA unceasingly protect the people.

The Efren Martires Command, in view of AFP supposedly respecting not only international humanitarian laws but their own laws on due process calls for the release of the civilian wrongly arrested and accused of participating in the military action against Rebato. The young farmer only happened to be in the vicinity attending the barrio fiesta. May human rights defenders and the concerned public clamor for the civilian farmer’s immediate release.

The NPA-EV gives the highest salute to Comrade Ambie “Ka Mati/Ka Mamoy” Gabane, who was martyred in the course of the military action. He is a true son of the people, and his death carries far greater weight than that of the counterrevolutionary Rebato.##

The Arnulfo Ortiz Command of the New People’s Army-Western Samar claims today the attempt to mete the death penalty on rabid counter-revolutionary and serial rapist ex-Mayor Ananias Rebato on October 8 at past midnight in Brgy. Babaclayon, San Jose de Buan. The former mayor of the said town was attending the barangay fiesta and surrounded by his six armed goons and five CAFGU elements. He was walking towards the highway when approached by a team of the NPA special operations group that directed four gunshots at him. His close-in henchman, Tuko Tesoro, also sustained gunshots and died on the spot.

The death penalty issued by the people’s court went through the process of filing the case, thorough investigation, verification of presented evidence and deliberation of the justices before arriving at a unanimous decision. The people’s court has repeatedly summoned the former mayor to answer the charges and attend the hearing of his case, only to be shunned and instead he requested the military to conduct military operations aimed at harassing and silencing the complainants. The former mayor was found guilty of the following charges:

1. Thirty-one counts of rape and multiple sexual harassment perpetrated on women “scholars,” most of them minors and daughters of peasants from hinterland barrios. By taking advantage of his authority as mayor that enabled him to grant scholarships to poor students, former Mayor Rebato kept a steady supply of young women he can rape and molest. These vulnerable young women, when impregnated are later coerced, including their families, and forcibly sent to Manila for abortion. Out of the hundreds he victimized, only thirty-one testified and gave sworn statements, the rest requesting to keep their silence due to the constant fear of retaliation.

2. Involvement in counter-revolutionary activities such as maintaining a platoon of goons aimed at harassing suspected NPA members and sympathizers. He masterminded the abduction and disappearance of a peasant from Brgy. San Nicolas whom he suspected of being an NPA sympathizer.

3. Ex-Mayor Rebato was no ordinary mayor during his long term in service. Not only was he a proud sponsor of brutal militarization in the hinterland barangays of San Jose de Buan, giving away bribes and financing CAFGU and regular military elements, thus securing his reign as mayor, but he also holds the rank of first lieutenant under the Intelligence Service of the Armed Forces of the Philippines or ISAFP. Thus he spearheaded the building of a vast intelligence network for counter-revolutionary activities targeting peasants. He openly campaigned for the surrender of peasants to be later paraded as “NPA surrenderees,” while constantly terrorizing peasant leaders when they go to the town to deliver their farm produce.

4. Massive corruption of public funds, pocketing millions’ worth of infrastructure projects such as the National Greening Program and other livelihood programs. It is no secret in town how the ex-mayor picked his family and political supporters to maintain his administrative office and staff up to job-order employees. From the municipal government down to barangay councils manned by his lackeys, the ex-mayor institutionalized massive corruption, political patronage and briberies that further worsened the plight of San Jose de Buan as one of the poorest towns in the Philippines.

While the ex-mayor survived the attempt to serve capital punishment, the revolutionary movement and the NPA will continue to seek justice long awaited by the women he raped, the peasants he ordered to be killed and his decades-long corruption and abuse of authority while serving as the town’s mayor. This also serves as a warning to him and his henchmen who might retaliate against innocent civilians.

The NPA also condemns the arrest of a young peasant from Brgy. San Nicolas whom the military tagged as an NPA member involved in the recent military action. The arrested youth recently held by the military is a civilian and just happened to be at the vicinity attending the fiesta. The NPA demands that the military unconditionally and immediately release him and respect his civil and political rights.

In the course of the military action, an NPA cadre, Comrade Ambie Gabane, also known as “Ka Mati/Ka Mamoy,” sacrificed his life for the revolutionary cause. His martyrdom is heavier than Mt. Huraw and his youth and life selflessly offered to serve the people will inspire millions of youth and peasants to advance the revolution.#

The Efren Martires Command of the New People’s Army in Eastern Visayas today condemned GRP President Rodrigo Duterte for telling the military to carry out arbitrary arrests as well as to carry out extrajudicial killings against NPA members in his talk to the 803rd Infantry Brigade of the Philippine Army this October 2 in Catarman, Northern Samar.

“Duterte’s statements show how he is becoming even more despicable each day that passes in his drive to become the dictator of the Philippines,” said Ka Karlos Manuel. “What else could his backing of warrantless arrests mean except sanctioning the mass arrest of all deemed to be members of the New People’s Army? What else could “neutralization” mean except promoting the mass murder of alleged NPA members?

“This is worse than the bloody anti-drug war “Tokhang” which was against a part of the poor who were desperate and dabbled in drugs. Now Duterte wants to arrest or kill all who opposes his regime, who could even be conveniently shot dead and described in police parlance as ‘NPA na nanlaban’ (NPA who fought back). This will be carrying out mass murder because the police and military are steeped in fanatical anticommunism and do not see any difference, such as between a student activist and an NPA Red fighter.”

The NPA-EV spokesperson noted that Duterte’s words violate even the laws of the reactionary government, and show his regime’s desperation to fast-track a more repressive constitution or else declare martial law. “Duterte and his minions have been scrambling to install a fascist dictatorship through a shift to federalism, charter change or declaring martial law. That’s why they make noise about the bogus “Red October” plot to oust Duterte. They want to accumulate arbitrary powers of arrest and detention and even over life and death. Thus we see the regime’s calls for longer detention of terror suspects without charges, warrantless arrests and “neutralization.””

Ka Karlos Manuel urged the people to resist Duterte’s fascist overtures and defend their basic rights. “The people are in turmoil over the socio-economic crisis engendered by Duterte’s neoliberal and despotic diktat. We call on them to fight for their basic issues and defend their basic rights. We call on civil libertarians, human rights advocates, lawyers, church people, peace advocates and other concerned democrats to oppose Duterte’s rising authoritarianism.

“We also urge the police and military to respect human rights and international humanitarian law and disobey Duterte’s illegal and anti-people orders. They can choose to leave the reactionary service to avoid harming the people, and they can also join the NPA to fight on the side of the people for national freedom and democracy.

“In response to Duterte’s threats, the NPA will strive to intensify tactical offensives to defend the people and to punish the police, military and paramilitary units that are the worst human rights violators and promoters of mining, logging, land grabbing and other plunder. The NPA will surely become bigger and stronger because Rodrigo Duterte himself is fast becoming the best NPA recruiter as his human rights violations and dictatorial powers are convincing more people to take up armed struggle and overthrow the reactionary ruling system.” ##

NPA-RUC: Achieve historical justice by advancing the people’s war!

Today, September 15, the New People’s Army (NPA) in Northern Samar remembers the martyrs of the infamous Sag-od Massacre who died fighting Marcos despotism. NPA-Rodante Urtal Command vows to exact justice by advancing the people’s war right in front of the impervious faces of Duterte and the Marcoses.

Thirty-seven years ago today, the entire village of Sag-od in Las Navas town was almost wiped out by Ferdinand Marcos’ band of mercenary cabals. They were rounded-up, forced to surrender as NPAs, not to mention the dozens of women sexually exploited before the heinous massacre of 45 peasants.

It was mercilessly executed by armed protectors of San Jose Timber Corporation operating in the same municipality, the largest logging concession awarded by the despot to his right-hand and Martial Law administrator, Juan Ponce-Enrile.

Families and kins of Sag-od Massacre victims have been recently awarded monetary reparation owing to pressures from democratic sectors in the country. But even the accumulated ill-gotten wealth of the kleptocrat tyrant is palliative consolation and could not cover-up such historical injustice during the US-Marcos reign of terror.

Not in any way will it succeed to pacify the people’s escalating resentment against the AFP and its paramilitary auxiliaries, whose cold-blooded executions of murder – then and now – has resurrected the same specter of Marcos and Enrile’s evils in the countryside.

Under Oplan Kapayapaan of the US-Duterte regime, Army troops in the province commanded by the 803rd Infantry Brigade continue to disregard human rights, usurp “socio-civic” functions of the civil bureaucracy, bully civilian authorities and harass democratic organizations in the countryside.

As in the case of present-day Las Navas and Lope de Vega towns, elements of the AFP encamp within and around public utilities, build foxholes and plant landmines surrounding schools, exposing innocent students and teachers highly-vulnerable to explosions. Just as how it was before the killing spree in Sag-od, fascist troops round-up villagers and browbeat men and women to declare themselves as NPAs so as to stage “en masse surrenders”.

But Oplan Kapayapaan is miserably failing. The persistent people’s movement and strengthening armed resistance is indicative that the Filipino people despise the Marcosian US-Duterte regime.

With skyrocketing costs of commodities, increasing unemployment rate, minimum wage nailed at extremely low levels, contractualization of workers and land-grabbing through agriculture liberalization schemes, the Filipino masses are killed not just by a barrel of a gun but by the lethal economic condition bred by a government who kowtows to big landlords and compradors like Enrile.

Just as Marcos himself brought the best sons and daughters of the motherland to the countryside, Duterte’s tyranny ceates its boomerang that will usher its own downfall.

Since the second half of the year, the Rodante Urtal Command has launched at least nine successful tactical offensives in the province, including the August 10 raid of the Municipal Police Station in Lapinig town where RUC seized ten M-16 Armalite Rifles, two 9-mm Pistol, three laptop computers and other important equipment and documents.

Last September 4, a unit of RUC harassed a detachment of the 20th Infantry Batallion (20th IB) in Barangay Geparayan in Silvino Lobos. This left four (4) soldiers dead and nine (9) were wounded while there was no casualty from the ranks of the NPA. Five days after, RUC sniped the Peace and Development Team (PDT) of the 20th IB based in Barangay Tubang in the same town, leaving two soldiers dead.

The people are more resolute, now more than ever, that only the continuing advance and ultimate victory of the People’s Democratic Revolution will bring forth genuine justice to Sag-od Massacre victims and all who have been victims of the unjust ruling system.

NPA-RUC: On the 803rd IBde's fake news drive

The New People’s Army-Rodante Urtal Command (NPA-RUC) calls on the people to be watchful and condemn the reactionary government’s intensified disinformation campaign as seen in the bogus NPA-RUC statement released and being widely circulated since July—a handiwork of the 803rd Infantry Brigade’s (IBde) paid trolls and media workers surrounding the arrest of Comrade Marietta Bartolo.

On top of other fake news, the bogus statement desperately wanted the public to believe that the NPA orchestrated the candidacy of Barangay Chair Ruth Martires-Figueroa for the Association of Barangay Councils (ABC) Chairmanship in Northern Samar’s town center. It further claimed that Figueroa, Bartolo and two others were on their way to deliver election money on July 13, few days before the ABC election, when they were arrested by state security forces.

It goes without surprise that the 803rd IBde under a newly-installed commander Colonel Ramon Bitong stoops down the level of cheap propaganda and fake news proliferation to score against the revolutionary movement in haste.

While the statement reveals itself as pure trash out to spread rehashed fakery and deception, it is nevertheless a telltale sign of forthcoming wave of attacks against the people and various legal democratic organizations. It is not without malice that they tagged Figueroa with Bayan Muna Partylist and linked her altogether with other legal progressive organizations with the armed revolutionary forces of the NPA.

To set the records straight, the NPA does not involve itself in the cockfight of the ruling class even as it acknowledges that mass organizations within guerrilla zones may support progressive candidates and parties who are willing to uphold the people’s agenda. Yet to reduce the arrest of the four as merely election-related conceals the spate of killings and political persecution against revolutionaries and legal progressive personalities.

In fact, with or without the barangay election, the tyrannical US-Duterte regime is hell-bent in crushing all forces, armed or unarmed, as long as they oppose his fascist dictates. He has been employing the full machinery of the state in his arsenal, including the police, military and willing collaborators in the civil bureaucracy.

For its failure to crush the people’s resistance movement, they pour in millions of pesos in budget and resources for “professional” trolling and psychological operation. They can always circulate senseless pamphlets, leaflets and recycled black propaganda trumpeted by psywar agents like Sgt Michael Montenegro “DJ Whisper” of military-sponsored 100.9 Dangpanan FM to propagate their own conjured victories.

Meanwhile, the 803rd IBde is either mum or is downplaying the tactical offensives launched against them in the recent months. Their fake news team deliberately sweeps under the rug the regime’s failure to suppress the people’s escalating armed resistance in the province.

They forget to tell the public that two soldiers were sniped in Barangay Tubang in Silvino Lobos last June 8 and 14. They forget to tell that elements of the 20th IB were subjected to another military action last June 10 in Km. 3 Logging Road of Barangay San Isidro in Las Navas, resulting to the death of one soldier and another one wounded. Nine days after, the 20th IB was attacked in Silvino Lobos in separate operations in Barangay Miricpisic and Gecboan in Silvino Lobos.

The 803rd IBde tried to downplay the number of casualties in Barangay Roxas in Lope de Vega last June where they released in a statement that soldiers of the 43rd IB were just wounded when truth be told, four soldiers were actually killed. A month earlier in Barangay Imelda, Silvino Lobos, what was supposed to be a raid by the 20th IB against RUC turned the former in a defensive after the NPA-RUC seized the initiative, leaving one soldier dead and another one wounded. The NPA-RUC seized one bandoleer of M60 and three magazines of M16.

This is on top of the recent successful tactical offensive of the NPA-RUC in the Municipal Police Station in Lapinig last August 10, which resulted in the seizing of ten M-16 Armalite Rifles, two 9-mm Pistol, three laptop computers and other important equipment and documents.

Be it known to Duterte, his mercenary cohorts in the AFP and to local bureaucrat capitalists like Governor Ong that their disinformation campaign which goes astride fascist attacks under Oplan Kapayapaan will be met with more tactical offensives by the New People’s Army. #
