Be prepared for looming political crisis and pave the way for strategic stalemate in the people's war in five years

We celebrate today the 37th founding anniversary of the National Democratic Front of the Philippines, a significant occasion for the revolutionary forces, the people, and their allies. The alliance of revolutionary organizations was formed immediately after the imposition of martial law to unite with other forces in fighting the Marcos fascist dictatorship and in striving for a society enjoying national sovereignty, genuine democracy, social justice, progress, and peace. Today, the reactionary ruling system once again faces political turmoil as the incumbent Arroyo regime plans to steal or derail the coming election on May 10 to remain in power. While the reactionary ranks are in grave disarray, the revolutionary movement and the people must hold the political initiative and further advance the revolution. We are guided by the goal of achieving the strategic stalemate in the people's war in the next five years.

It is highly possible that the Arroyo regime will sabotage the planned poll automation, which is in fact expected to have a failure rate of up to 30 percent as admitted by the Commission on Elections itself. Despite assurances for an alternative manual counting of ballots, the top positions of the presidency, vice-presidency and the senate may not be settled at all by the June 30 proclamation deadline. This can be then taken advantage of by Gloria Arroyo who will insist on extending her rule as a “transition president”. Aside from that, Arroyo is also preparing to win a seat in the new Congress, become Speaker, and push for charter change and install herself as prime minister to remain in power.

If Arroyo's maneuvers will be contested, she is relying on her control of the Armed Forces of the Philippines and the Supreme Court to impose martial rule and legitimize her continuing rule.

But the people will not take lightly the big insult that Arroyo should be allowed to keep power by any means. The people of Eastern Visayas are already reeling from hunger, poverty, and depressed livelihoods from the socio-economic crisis afflicting the country because of Arroyo's anti-people and pro-imperialist policies. Thus the people's seething fury is expressed in the most recent surveys damning Arroyo as the most despised Philippine president ever. Such rage and resistance are set to explode after nearly a decade of Arroyo's colossal corruption, gross and widespread human rights violations, and betrayal of the country to foreign interests. The people are ready to act not only to end the hated regime but also to punish it for its crimes.

It is thus the responsibility of the revolutionary movement to take the political initiative and gather the strength of the people, thwart the Arroyo regime's schemes, and advance its democratic power and the interests of the people. Thus the people must be swiftly aroused, organized, and mobilized, the broadest anti-Arroyo united front achieved, and the initiative seized in the possibility of widespread uprising after June 30.

The revolutionary forces in the Eastern Visayas countryside must take advantage of the crisis in the reactionary ruling system to further advance the people's war. The revolutionary mass organizations must be mobilized to wage agrarian struggles and other mass movements, reach new areas and expand the overall scope, and painstakingly establish Red political power. In the cities and central towns, the revolutionary forces and the democratic and protest movements must be expanded and strengthened. This opportunity must be used to energize and expand the revolutionary movement on a wider scope.

The New People's Army must take advantage of the extraordinary situation to launch tactical offensives throughout Eastern Visayas, including selected major attacks against the worst reactionary enemies, especially during the expected widespread unrest after the May 10 election.

We thus celebrate the NDFP anniversary in the region with great joy and revolutionary optimism. As one of the bigger regions and with a significant revolutionary strength, Eastern Visayas hopes to contribute in the present situation favorable for revolutionary advance, and towards the goal of achieving the strategic stalemate in the people's war in the next five years. We have the accumulated territory, strength and experience to count on in doing our share in the national effort.

Local politician and military intelligence agent extorting money in the name of the revolutionary movement

The Sergio Lobina Command of the New People's Army in Eastern Samar today assailed Urbano Barbo or “Pater”, a councilor of Balangkayan town in the province, for extorting money from candidates in the election in the name of the revolutionary movement. “The 8th Infantry Division has been spreading lies about the NPA's so-called “permit to campaign” and “permit to win”,” said Ka Rubio Manggubat, spokesperson of the Sergio Lobina Command. “Yet the real extortionist in Eastern Samar is the military in the person of Barbo, who is not only a Balangkayan councilor but also an identified agent of the Intelligence Service of the Armed Forces of the Philippines. While the military has been slamming the NPA during the election, Barbo and his criminal gang have been demanding money from candidates by using the name of the CPP-NPA-NDF and Fr. Santiago Salas, spokesperson of the National Democratic Front-Eastern Visayas.”

Manggubat added that Barbo's criminal gang is operating in the towns of Balangiga, Salcedo and Giporlos, and possibly other parts of Eastern Samar. “Since Barbo's criminal activities cover a considerable area, it is possible that the military is abetting and encouraging him to share in his loot, as well as to smear the good reputation of the NPA. His main henchmen are known to be Dodong Valbuena, whom we also exposed earlier for extorting in the name of the NPA, as well as a certain “Mappy”. These criminals demand money from candidates in the election presumably in exchange for putting them in the good graces of the NPA. In fact, negotiating with the revolutionary movement is no mere money matter, but must first be based on respect for the people's democratic government and the willingness to discuss the problems of the people.”

The SLC spokesperson also clarified that, “We wish to assure the public not to worry because Barbo's crimes will not go unpunished. It is just and legitimate for the NPA to stop Barbo's extortion activities and arrest, charge and try him before the people's court for these and other crimes he may be accountable for.”#

NPA acted in self-defense against armed and dangerous intelligence assets of the military in Matuguinao

The Efren Martires Command of the New People's Army today belied the claims of the 8th Infantry Division that the NPA “massacred” a family in Brgy. Bag-utan, Matuguinao, Western Samar last March 21. “The military's allegation is a barefaced lie and they know it, because Domingo de la Cruz and his sons were recruited, armed and directed by the 34th Infantry Battalion,” said Ka Karlos Manuel, EMC spokesperson. “At 6 a.m. of March 21, an NPA team authorized by the people's court went to the house of Domingo de la Cruz to arrest him and his sons Punoy and Jovic for espionage and other crimes. However, the NPA team was forced to fire in self-defense because De la Cruz and his sons were armed, resisting arrest and clearly unwilling to surrender. Domingo and Punoy (not Junie as reported by the military) were killed, while Jovic escaped and is now openly working with the military. Jovic's wife Mylene was accidentally hit because the De la Cruz men wanted to fight it out with the NPA in total disregard of her safety.

“The NPA also confiscated two homemade shotguns (de-siba), and found out that the fleeing Jovic de la Cruz had brought with him pistols and grenades issued by the military. This shows that the NPA was really dealing with armed and dangerous elements.”

Manuel also recounted that the De la Cruzes were confirmed military intelligence assets. “The NPA was aware of Domingo de la Cruz's movements, including his meeting with a military intelligence handler from the 34th IB in January this year. He also regularly reported to this military intelligence handler every Sunday in exchange for money and rice. De la Cruz and his sons Julie, Jovic and Punoy previously trained as CAFGU paramilitaries, but later focused on intelligence work as directed by the military. In fact, the armed De la Cruzes clashed with the NPA in 2007, leading to the death of Julie.”

The EMC spokesperson added that the De la Cruzes were also members of the “Dos/Taga-Dos”, better known to Matuguinao locals as “Hapa-hapa”, a group of killers-for-hire and bad elements. “Aside from criminal activities, the “Hapa-hapa” is also used by the military as an armed vigilante group. This group has long been observed to be joining the military in their operations against the NPA in the hinterlands. Other known “Hapa-hapa” members are Laloy de la Cruz, Lido Elizalde, a certain “Boy” and a certain “Iki”. The public is advised to report their presence to the NPA because they are armed and dangerous.”

Ka Karlos Manuel also blasted the military for using the De la Cruzes not only when they were alive, but even when they were dead. “The 8th ID coddled, armed and commanded dangerous criminals like the De la Cruzes and the “Hapa-hapa” to the detriment of the public's safety. It is an added insult to the public, who have to deal with these protected criminals, that the military misrepresents the De la Cruzes as innocent civilians who were murdered by the NPA. The punishment of the De la Cruzes only highlights the difference between the military's unjust, immoral and dirty war under Oplan Bantay Laya, and the justness, moral high ground and principled people's war of the NPA.”#
