PAMANA program sabotages the peace process and backs all-out war

The National Democratic Front-Eastern Visayas today slammed the implementation of the P50 million peso Payapa at Masaganang Pamayanan (PAMANA) program in the Samar provinces as a betrayal of the peace process. "This so-called "peace and prosperity" program of the Office of the Presidential Adviser on the Peace Process brings nothing but cosmetic solutions," said NDF-EV spokesperson Fr. Santiago Salas. "The people are seeking social justice over landlessness, unemployment, high prices of commodities, oil and utilities, foreign control of the economy and other basic problems. Constructing roads and bridges in Western Samar and Northern Samar is merely glossing over the root causes of the armed conflict."

Fr. Salas furthermore said the PAMANA program also supports the military's all-out war under Oplan Bayanihan. "PAMANA should in fact be called "pambala" for serving as fodder for the 8th Infantry Division's psywar and offensive operations. The military is tapped to join the construction projects. The 8th ID uses these projects to facilitate its "peace and development" operations -- which are in reality psywar and offensive operations against the New People's Army. Human rights violations in the region continue to rise under the curtain of these "peace and development" operations."

The NDF-EV spokesperson also asserted the Aquino government should release Eduardo Sarmiento and his fellow NDFP peace consultants to pursue the discussion of socio-economic reforms. "Eduardo Sarmiento has been advocating the people's demands for peace for decades, having been involved in the 1986 peace talks with the former president, Cory Aquino. But Noynoy Aquino is a poor shadow of his mother, who released the political prisoners who fought against the Marcos dictatorship. The stance of the current president is more in line with the dictator who imprisoned and killed his father, Ninoy Aquino, along with many other martyrs in the antifascist struggle.

"NDF-EV challenges the Aquino government to release Eduardo Sarmiento and the NDFP peace consultants and work for badly needed socio-economic reforms. The people's sufferings continue to worsen while the peace talks stagnate and the socio-economic crisis rages. The Aquino regime should heed the people's plight, not add to their burdens with Oplan Bayanihan as well as deceptions such as the PAMANA program."#

Free Eduardo Sarmiento and the NDFP consultants to tackle the people's socio-economic problems

In a statement noting the third year of detention of the detained NDFP consultant for the region, Eduardo Sarmiento, the National Democratic Front-Eastern Visayas today said the Aquino government must show its sincerity for the people's welfare and resume the peace talks with the NDFP. “The Aquino government willfully refuses to release Eduardo Sarmiento and the other detained consultants,” said NDF-EV spokesperson Fr. Santiago Salas. “It is striving to junk the Joint Agreement on Safety and Immunity Guarantees (JASIG)and other previous agreements with the NDFP, that not only protect the consultants but also assure the framework towards reaching a just and lasting peace. By doing so, the Aquino government shows it wants both to exploit the peace talks to call for the capitulation of the revolutionary forces, as well as use Oplan Bayanihan to attack and repress the people.”

Fr. Salas said government forces arrested Sarmiento on Feb. 26, 2009 while he was in Metro Manila, even though he was an NDFP peace consultant for Eastern Visayas with guaranteed safety and immunity. “Since then, the Aquino government has done everything to deny its obligation under the JASIG to release Sarmiento and other NDFP consultants. The government's actions disparage the peace process and sabotage the prospects of resuming the peace talks to discuss socio-economic reforms. Meanwhile, the people's sufferings only worsen with continuing landlessness, unemployment, oil price hikes, large-scale mining plunder, and other outstanding socio-economic issues.”

The NDF-EV spokesperson called on the Aquino government to stop using the peace talks as a psywar ploy and release Sarmiento as well as the other NDFP consultants. “While the Aquino government wields the peace talks as an instrument of psywar, it is also embroiled in the struggle between elements for and against Aquino in the military, the latter floating their own psywar that the government is siding with the communists. Such is obviously false and has been exposed by others as actions by forces of the former president, Arroyo. But the Aquino government is getting a dose of its own medicine after playing psywar with the peace talks, rather than heeding the interests of the people. The Aquino government is blundering its way to worsening political and economic crisis.

“The long-suffering people desire a just and lasting peace. NDF-EV earnestly calls on the church people, media, civil libertarians, human rights and peace advocates, and the entire people to remain vigilant and support the release of Eduardo Sarmiento and other NDFP consultants and the resumption of the peace talks.”#

NPA raid in Northern Samar slaps down AFP's arrogant posturing and Palparan-style terrorism

The Efren Martires Command of the New People's Army-Eastern Visayas today said the guerrilla offensive in Lapinig, Northern Samar last Jan. 20 highlighted the NPA's growing strength as well as belied the arrogant posturing of the Armed Forces of the Philippines. “The raid by the Rodante Urtal Command against enemy forces in Lapinig is a victory for the NPA and caught the AFP's 8th Infantry Division with its pants down,” said Ka Karlos Manuel, EMC spokesperson. “The 8th ID resorts to black propaganda to cover up its embarrassment so soon after having bragged that the NPA is finished in the region. Moreover, the 8th ID maliciously accuses the NPA of rights violations to divert attention from extrajudicial killings and other military abuses recently brought to light in Northern Samar.”

Manuel said the NPA targeted the police and private armed group of Lapinig Mayor Romualdo Menzon in the evening of January 20. “The Red fighters sought to disarm the police and the private armed group of Mayor Menzon who are legitimate targets. However, the police fled without even putting up a fight while Aurelio Jullata, a private security aide of the mayor, exchanged fire with the NPA and was killed. The NPA was also able to disarm Police Officer 3 Rowena Opena, who was not harmed in any way contrary to hysterical statements by the 8th ID.”

The EMC spokesperson also apologized for the wounding of Romeo Senobio, Jr., reportedly a civilian, and said the NPA is investigating the matter. “The NPA never targeted, manhandled and shot Senobio, among other malicious allegations of the 8th ID. As a matter of responsibility, the NPA is looking into how Senobio was hit in the exhange of fire between the Red fighters and Menzon's bodyguard Jullata. The NPA members are subject to disciplinary action if civilians are put at risk, unlike the military which wallows in impunity for rights violations.

“In the same light, the NPA did not target civilians with command-detonated explosives, or took civilians as hostages, robbed them, and looted houses during the raid. The use of explosives is meant against enemy targets such as their arriving reinforcements. It is also routine for the NPA to stop and put civilians out of harm's way in the course of tactical offensives, as well as check houses and secure the perimeter of the operation. These malicious charges of the 8th ID are nothing more than hysterical rantings born out of sheer humiliation.”

Manuel also slammed the military for concocting rights violations and ordinary crimes against the NPA. “It's all over the news that the military is washing its hands over ongoing rights violations in Northern Samar. How dare the military divert the public's attention over such atrocities by hurling false accusations against the NPA. A human rights mission documented this January at least 37 rights violations by the 8th ID while carrying out Oplan Bayanihan in the Northern Samar towns of Catubig and Las Navas. A civilian, Jovito Pajanustan, was a victim of torture and extrajudicial killing by those believed to be military elements. Even children were not spared as hundreds of them suffered trauma from military operations, such as soldiers taking over and using day care centers as barracks.

“These rights violations are all sanctioned by the Aquino government's Oplan Bayanihan. But speaking and acting like his predecessor Gen. Jovito Palparan, 8th ID chief Gen. Mario Chan blames the NPA for rights violations while his troops are implementing Palparan-style terrorism: extrajudicial killings, intimidation of civilians, occupation of civilian communities, Red-baiting progressive organizations to justify butchering them, and many more rights violations under a continuing climate of impunity. Who is now the real criminal in war? Because there is no change under the Aquino regime, the people are fighting back and the NPA is growing stronger from their support. The NPA's tactical offensives will surely spread and intensify because of the people's continuing demand for justice as well as the desire to end the oppressive and exploitative ruling system.”#
